摘要
民营企业为西藏自治区贡献了40%以上的GDP,80%以上的城镇劳动就业,90%以上的税收,是西藏经济社会发展中最活跃的经济增长点和重要组成部分,为促进西藏经济社会高质量发展发挥了重要作用。近年来,西藏民营企业发展面临着融资难、融资少、融资慢等突出问题。本文对西藏3万户民营企业融资情况进行问卷调查,经研究发现,西藏民营企业整体信贷需求率偏低,其中有效信贷需求的满足率较高,潜在信贷需求的满足率较低。笔者认为,下一步要通过提高金融机构融资供给水平,优化民营企业融资环境,加强民营企业自身发展培育等一系列举措,充分挖掘西藏民营企业的潜在信贷需求,使其转化为有效信贷需求,进而提高民营企业整体信贷满足率,促进西藏民营企业发展壮大。
Statistics reveal that private enterprises account for more than 40%of GDP,create more than 80%of urban jobs,and more than 90%of tax revenue for Tibet.They are not only a vital part of Tibet s economic development,but also the most active economic growth driver and important supporting force in Tibet s economy,and play an extremely important role in fostering a high-quality economic and social development for Tibet.In recent years,the desired-for expansion of private enterprises in Tibet has been encountering tremendous problems such as difficulties,drop,and slowdown in funding.Because of these situations,this paper conducted a questionnaire survey on the financing situation of 30,000 private enterprises in Tibet.The survey results show that the overall credit demand rate of private enterprises in Tibet is low,among which the satisfaction rate of effective credit demand is higher,and the satisfaction rate of potential credit demand is lower.This study furthermore finds that the reasons for the funding difficulties of private enterprises in Tibet are relatively complex,including the problems faced by the enterprises themselves,supply-side problems of the banks,and problems of the financing environment.Solving the financing problems of private businesses requires that they work together with banks,governments,and other parties,and that governments adopt comprehensive policies to alleviate the funding difficulties of private companies.Some measures are put forward in detail as follows:First,the consulting and promotion of growth for private enterprises should be strengthened by means of 1)the formulation of development plans for private enterprises in different sectors in order to enhance their competitive strength and 2)increasing positive guidance to stimulatie entrepreneurial innovation vitality.Second,the basic work for the development of private companies should be started and improved:i)Private businesses should be assisted to meet financing requirements and ii)privately-owned enterprises should be guided to o
