摘要
借助于相关政策设计,数字经济逐渐成为各省市产业转型升级和经济发展的新方向、新动能及关键驱动力。本文以近年来不同地区出台的数字经济政策文本为对象,运用ROSTCM6.0软件对政策样本进行文本挖掘,构建PMC指数模型,并结合PMC曲面对中国数字经济政策的区域化属性进行分析。研究发现,数字经济政策对数字经济发展、数字经济与实体经济融合发展等方面起着重要推动作用。在31个省(区、市)62项政策样本中,87.1%的省份其数字经济政策属于优秀和完美等级,其中,25个省份为优秀等级,4个地区为完美等级;其余12.9%为可接受等级。这意味着绝大多数省份的数字经济政策,无论是从政策性质、政策目标、政策内容等层面看,还是从政策效果等方面看,均处于较为完善的水平。未来区域数字经济政策设计在充分激发数字经济的外溢性和网络性的同时,更要充分考虑不同区域的资源禀赋和技术发展特质,动态优化政策体系。
With the help of relevant policy design,digital economy has gradually become the new direction,new driving force and key driving force of industry transformation and economic development.In this paper,we use Rostcm6.0 software to mine the policy samples,and construct the PMC index model,combined with the PMC surface,the regional attribute of our country s digital economy policy is analyzed.It is found that the digital economy policy plays an important role in promoting the development of digital economy and the integration of digital economy and real economy.Of the 62 policy samples from 31 regions,87.1%of provinces have“Excellent”and“Perfect”digital economy policies,among which 25 regions are classified as“Excellent”and 4 regions are classified as“Perfect”.The remaining 12.9%is“Acceptable”.This means that the digital economic policy in most areas of our country is at a relatively established level,no matter from the aspects of policy nature,policy objective,policy content or policy effect.In the future,the policy design of regional digital economy should not only stimulate the spillover and network of digital economy,but also take into account the resource endowment and technology development characteristics of different regions to optimize the policy system dynamically.
