摘要
民生作为民众社会生活状态的总体性概况,是对社会治理下的社会生活状态的描述,亦是社会治理理念、治理方略及治理实践的现实写照。可以说,社会治理的理念、目标和实践方式直接影响着社会民生状态。基层作为国家政权延伸的“最后一公里”,基层社会治理在社会治理进程中处于基础性地位,是民众感知社会治理效度和温度的“神经末梢”。同时,基层也是问题多发、频发的“集中地带”,能否及时、有效地把这些不稳定因素化解在基层,关乎民生福祉、社会和谐稳定和国家长治久安。近年来,我国以改善民生为重点,不断推进基层社会治理创新发展,推动民生建设往实里走、往深里走,着力构建和谐社会,实现公共服务均等化,解决民众急、难、愁、盼的生活难题,民众安全感、幸福感、获得感明显提升,独具中国特色的基层社会治理日渐成型。但受制于多年来管控式社会治理理念和机制窠臼,当前我国的基层社会治理负担重、压力大,各职能部门职责交叉不清,青年人才流失严重,致使治理效能大打折扣,基层社会治理的整体水平在一定程度上仍滞后于社会发展水平,为民服务效能难以充分彰显。新时代需坚持从民生角度入手,进一步强化和发挥基层党组织在基层治理中统筹协调各方的作用,坚定人民至上立场,完善多元共治模式,厚植德法共治,创新人才引进和培育,以扎实行动推进基层社会治理创新发展。从人民群众最关心最直接的民生问题入手,将矛盾纠纷化解在基层,将治理合力凝聚在基层,把民生发展落实在基层,以实际成效持续增强人民群众获得感、幸福感和安全感,努力实现“基层善治”向“大国之治”的飞跃,向时代与人民交出满意答卷。
People's livelihood is a summary of social life,reflecting social living conditions,governance concepts,strategies and practices,and directly affecting people's livelihood.Grassroots social governance is the foundation of social governance.At the same time,there are many grassroots problems,and whether they can be effectively solved is related to people's livelihood and well-being,social harmony and national stability.In recent years,China has continuously promoted the innovative development of grassroots social governance,deeply promoted the construction of people's livelihood,built a harmonious society,realized the equalization of public services,and solved the problems of the masses.However,at present,China's grassroots social governance has a heavy burden and various responsibilities,and the level of grassroots social governance lags behind social development.In the new era,we must adhere to the concept of people's livelihood,further strengthen and give play to the core role of the leadership of the Party committee,adhere to the people's supremacy,improve the pluralistic cogovernance model,and at the same time use ethics and laws to introduce and cultivate innovative talents and promote the innovative development of grassroots social governance.We should proceed from the issues that the people are most concerned about,resolve contradictions,pool strength,implement development,continuously enhance the people's sense of gain,happiness and security,and strive to achieve a leap from“excellent grassroots governance”to“excellent national governance”,and conform to the needs of the times and the people.
