摘要
本文基于研发活动类型对科技成果评价从评价对象、评价内容、评价方式、评价主体和评价结果的使用五个方面进行全景式解析。基于创新链,科技研发活动可分为基础研究、应用研究、技术开发和产业化四种类型,科技成果也可分为基础研究成果、应用研究成果、技术开发成果和产业化成果四种类型。科技成果的类型不同,其科学价值、技术价值、经济价值、社会价值和文化价值“五元”价值的构成比例是不同的。科技成果分类评价,就是合理确定其“五元”价值的权重,并确定每一元价值的评价指标和评价方式。科技成果涉及多元主体,每类主体在评价中的角色不同,其评价目的不同,共同构成多元评价体系。使用科技成果评价结果,应限于其评价目的。本文认为,科技成果评价应与改革科技成果资产评估制度、完善勤勉尽责机制等结合起来,与“破四唯”、“立新标”结合起来。
This article analyzes the evaluation of scientific and technological achievements from five aspects:evaluation object,evaluation content,evaluation method,evaluation subject,and the use of evaluation results.Based on the innovation chain,scientific and technological research and development activities can be divided into four types:basic research,applied research,technological development,and industrialization.Scientific and technological achievements can also be divided into four types:basic research achievements,applied research achievements,technological development achievements,and industrialization achievements.Different types of scientific and technological achievements have different proportions of the"five yuan"values of scientific,technological,economic,social,and cultural values.The classification and evaluation of scientific and technological achievements is to reasonably determine the weight of their"five yuan"value,and determine the evaluation indicators and evaluation methods for each yuan of value.Scientific and technological achievements involve multiple subjects,each of which has different roles in evaluation and different evaluation purposes,and together constitute a multiple evaluation system.The use of scientific and technological achievements evaluation results should be limited to their evaluation purposes.This article believes that the evaluation of scientific and technological achievements should be combined with the reform of the asset evaluation system for scientific and technological achievements,the improvement of the diligent and responsible mechanism,and the combination of"breaking the four standards"and"establishing new standards".
