摘要
新《档案法》的通过与实施,使得当前民族地区档案开放工作机遇与挑战并存。对比分析新旧《档案法》内容的变化之处,并结合新时代我国民族理论政策实践、国家治理体系与治理能力现代化建设要求,新《档案法》背景下民族地区档案开放应该朝着制度建设规范法治化、公共服务多样便利化、资源审核协同专业化方向发展。
The adoption and implementation of the new Archives Law has brought both opportunities and challenges to the current archives opening work in ethnic areas.By comparing and analyzing the changes in the content of the old and new Archives Law,and in combination with the theory and policy practice of China's ethnic groups in the new era as well as the modernization requirements of the national govermance system and governance capacity,the paper proposes that the archives opening in ethnic areas under the background of the new Archives Law develop toward standardized legalization of institutional building,diversification and facilitation of public services and collaborative and professional development of resources review.
