粤港澳大湾区创新资源优化配置分析

摘要 创新资源配置是促使创新体系构成要素间交互学习和发挥效能的关键,有利于提升国家/区域创新体系整体效能和实现高水平科技自立自强。粤港澳大湾区创新体系是我国最具代表性的高质量区域创新体系,具有引领示范作用。提升粤港澳大湾区创新体系整体效能,需要发挥竞争市场机制和新型举国体制作用来配置创新资源,优化国家战略科技力量定位和布局、健全产业创新分工体系、创新空间格局和完善较强支撑力的创新创业服务体系,加强基础研究,建设创新高地,重视实体经济,统筹区域协调,优化创新环境吸引人才集聚。 The allocation of innovation resources is the key to promoting interactive learning and effectiveness among the components of the innovation system,which is conducive to enhancing the overall effectiveness of the national/regional innovation system and achieving a high level of technological self-reliance and self-improvement.The Guangdong-Hong Kong-Macao Greater Bay Area innovation system is the most representative and high-quality regional innovation system in China,and has a leading role to play as a model.To enhance the overall effectiveness of the Guangdong-Hong Kong-Macao-Greater Bay Area innovation system,it is necessary to bring into play the competitive market mechanism and the new national system to allocate innovation resources,optimize the positioning and layout of national strategic science and technology forces,improve the industrial innovation division of labor system,the innovation space pattern and the innovation and entrepreneurship service system with strong support,strengthen basic research,build innovation heights,attach importance to the real economy,co-ordinate the regional coordination and optimizing the innovation environment to attract talent pools.
