开放科学环境下科技文献泄密风险防控探析 被引量:4

Analysis on Risk Prevention and Control of Scientific and Technical Literature Disclosure in the Open Science Environment

摘要 [目的/意义]开放科学运动突出了科技信息资源共享和安全之间的矛盾,平衡二者矛盾成为重要研究课题。相较于其他科技信息资源而言,科技文献传播载体更为多样、承载内容更为丰富、受开放科学影响更为深刻,从而更容易发生泄密风险。[方法/过程]立足于开放共享与泄密风险之间的矛盾,从学术环境和竞争环境两个方面辩证地观察开放科学,进而以科技文献为研究对象,认识其安全风险问题。[结果/结论]分析了科技文献泄密风险的场景依附性原理,构建了科技文献泄密风险防控的总体框架,并从评估泄密隐患、调研泄密来源、避免内容过度推理、控制风险传递和构建反情报策略5个方面探讨了科技文献泄密风险防控的关键问题。 [Purpose/significance]The Open Science Movement highlighted the contradiction between science and technology information resource sharing and security,and balancing the contradiction between the two has become an important research topic.Compared with other scientific and technical information resources,scientific and technical literature communication carriers are more diverse,bearing more rich content,and more deeply affected by open science,thus more prone to leakage risks.[Method/process]Based on the contradiction between open sharing and security risks,this paper dialectically observes open science from the academic environment and competitive environment,and then takes scientific and technical literature as the research object to understand its security risks.[Result/conclusion]This paper analyzes on the scene dependence mechanism of the risk of disclosure of scientific and technical documents,and based on this,constructs a general framework for the prevention and control of the risk of disclosure of scientific and technical documents,and probes into the key problems of the prevention and control of the risk of disclosure of scientific and technical documents from five aspects,namely,evaluating the hidden danger of disclosure,investigating the source of disclosure,avoiding excessive reasoning of content,controlling the transmission of risk,and constructing counterintelligence strategies.
