摘要
“绿色办奥”是北京冬奥会提出的先进理念,随着全球气候变暖的加剧,推动冰雪运动低碳转型意义重大。通过对比国内外的研究结果和实际经验,发现冰雪运动在场馆建设、设施运转和交通运输三个方面的能源消耗和碳排放量巨大。当前,BIM技术结合可再生建材、制冷技术叠加可再生能源、绿色出行匹配智慧交通是冰雪运动低碳转型的主要措施,但国内冰雪运动仍然存在着碳排放监管与奖惩措施不完善、低碳转型技术创新能力不强、市场刺激不足及规模不够等现实障碍。对此相应提出加强政策引导,围绕“双碳”战略目标加速出台相关指导方案;推促技术创新,鼓励和支持冰雪企业研发、应用低碳技术,建立绿色创新模式;全面激活市场,形成资源共享、优势互补、协同创新的交互格局等渐进式举措,以期在后冬奥时代延续“绿色办奥”理念,助力国家实现“双碳”战略目标。
"Green Olympics"is an advanced concept proposed by the Beijing Winter Olympics,and with the intensification of global warming,it is significant to promote the low-carbon transformation of ice and snow sports.By comparing domestic and international research results and practical experience,it is found that ice and snow sports have huge energy consumption and carbon emissions in three aspects:venue construction,facility operation and transportation.At present,BIM technology combined with renewable building materials,refrigeration technology overlaid with renewable energy,green travel matching smart transportation are the main measures for low-carbon transformation of ice and snow sports,but domestic ice and snow sports still have actual obstacles such as imperfect carbon emission regulation and reward and punishment measures,weak innovation ability of low-carbon transformation technology,insufficient market stimulation and scale.Aimed at the obstacles above,it is proposed to strengthen policy guidance,accelerate the introduction of relevant guidance programs around the"double carbon"strategic objectives;promote technological innovation,encourage and support ice and snow enterprises to develop and apply low-carbon technologies,and establish green innovation models;comprehensively activate the market,form an interactive pattern of resource sharing,complementary advantages,collaborative innovation,and other progressive measures,in order to continue the concept of"Green Olympics"in the post Winter Olympics era and help the country achieve the strategic goal of"Double Carbon".
