摘要
[目的/意义]对国内外科学数据价值相关研究进行梳理,总结研究现状,展望未来方向。[方法/过程]采用文献调研法广泛获取科学数据价值相关文献,采用网站调研法分析国外重要机构的研究及项目成果,对科学数据价值相关研究进行回顾与展望。[结果/结论]目前科学数据价值研究主要集中在科学数据价值内涵、科学数据价值影响因素和科学数据价值评估3大主题上,整体研究仍处于起步阶段。未来应从科学数据价值及其实现的基础理论、科学数据价值影响因素内容和机理、科学数据经济和社会价值测度3个方面来深化研究,从完善科学数据分类分级政策标准、加强科学数据安全流通和有效监管、培养科学数据主体数据管理能力、构建科学数据价值实现良好生态4个方面来推进实践。
[Purpose/Significance]To sort out the research on the value of scientific data at home and abroad,summarize the research status,and look forward to the future direction.[Method/Process]The literature research method was used to widely obtain the literature related to the value of scientific data,and the network research method was used to analyze the research and project results of important foreign institutions,and the research related to the value of scientific data was reviewed and prospected.[Result/Conclusion]At present,the research on the value of scientific data mainly focuses on three themes:the connotation of the value of scientific data,the influencing factors of the value of scientific data and the evaluation of the value of scientific data,and the overall research is still in its infancy.In the future,research should be furthered from three aspects:the basic theory of the value of scientific data and its realization,the content and mechanism of influencing factors of scientific data value,and the measurement of economic and social value of scientific data,and improved practice from four aspects:improving the policy standards for the classification and grading of scientific data,strengthening the safe circulation and effective supervision of scientific data,cultivating the data management capabilities of scientific data subjects,and constructing the value of scientific data to achieve a good ecology.
