摘要
科学基金改革背景下,国家自然科学基金依托单位工作面对“放管服”改革、科研诚信维护、项目成果转化所带来的一系列挑战,存在着数字化转型不足、学术不端行为防范不利、科技成果转化管理贯通机制有待完善等问题。本文结合依托单位基金工作的各个阶段及管理工作实践,提出依托单位保障与监督职责协同拓展对策需要基于科学基金项目管理流程的信息化、科研人员学术生涯的保障科学化、科研项目成果转化的专业化三个方面展开。
Under the background of the reform of the science fund,the National Natural Science Foundation of China relies on the work of the supporting institutions to face a series of challenges brought about by the reform of“decentralization service”,the some maintenance of scientific research integrity,and the transformation of project achievements,and there are problems such as insufficient digital transformation,unfavorable prevention of academic misconduct,and the management mechanism for the transformation of scientific and technological achievements to be improved.Combined with the various stages of relying on the work of the supporting institutions fund and the management work practice,this paper proposes that the coordinated expansion countermeasures of relying on the guarantee and supervision responsibilities of the supporting institutions need to be based on the informatization of the project management process of the science fund,the scientific guarantee of the academic career of scientific researchers,and the specialization of the transformation of the transformation of scientific research project achievements.
