摘要
2009年国务院批复的《淮河流域防洪规划》对于完善流域防洪减灾体系、提升防洪安全保障能力具有重大作用。随着治淮事业的不断推进和经济社会的持续发展,淮河流域防洪面临着新的形势和要求。以江苏省淮河流域为例,通过资料分析、现场调查、座谈交流等形式和方法,对规划实施情况进行梳理总结,评估规划取得的成效和存在问题,分析江苏淮河防洪面临的新形势,并提出评估意见与治理建议,以期为新阶段江苏治淮工作提供参考。
The Huaihe River Basin Flood Control Plan,approved by the State Council in 2009,plays a significant role in improving the flood control and disaster reduction system,and enhancing flood control safety.With the continuous progress of the Huaihe River harnessing and the sustainable development of the economy and society,flood control in the Huaihe River Basin faces new situations and requirements.Taking the Huaihe River Basin in Jiangsu Province as an example,this paper summarizes the implementation of the plan through data analysis,on-site investigation,and discussion and exchange.It evaluates the effectiveness of the plan and identifies issues.Furthermore,it analyzes the new situations and requirements faced by flood control in the Huaihe River in Jiangsu,and provides comments and suggestions for evaluation and governance,to provide a reference for the Huaihe River harnessing work in the new stage.
