摘要
基于AGIL模型,当前公立医院的运营管理障碍主要来自环境适应、目标定位、资源整合、模式维护四个方面。据此,从四个维度设计公立医院高质量发展的实施路径及相应的管理工具:一是运用DRG病种成本核算,应对支付方式改革;二是运用价值链管理,明确不同层面的目标层级定位;三是通过全面预算管理,有效配置资源;四是通过临床专科运营助理,打破管理壁垒,实现医院高质量发展。
Based on the AGIL model,there are four major obstacles in the operation and management of public hospitals,including environmental adaptation,target orientation,resource integration,and model maintenance.Therefore,we should design the implementation path and corresponding management tools for high-quality development of public hospitals from four dimensions.The first is to use DRG disease cost accounting to address the reform of payment methods.The second is to use value chain management to clarify the target hierarchy positioning at different levels.The third is to effectively allocate resources through comprehensive budget management.The fourth is to break management barriers through clinical specialized operations assistants.In this way,public hospitals can achieve high-quality development.
