摘要
政策合成是地方政府根据若干上级政府及相关部门对某项具体任务的一揽子方针政策,结合本地实际情况,综合拟定政策的过程。其目的是将上级若干政策精神本地化、具体化,与区域发展思路和施政节奏对接融合。从本质上讲,政策合成仍属于政策执行。政策合成具有形式和内容上的权威性,过程上的程序性和程度上的差异性。政策合成程度既与地方执政者的观念和操作能力有关,也与外部客观政策环境有关。上级政府的政策表现形式、政策任务的综合程度、上级政府重视程度、上级政策与地方行政场域的差异性等都是影响政策合成程度的重要因素。政策合成体现了当代中国政府管理体制的柔韧性和适应性特点,其所具有的学理价值成为观察中国政府政策执行制度优势的重要窗口。
Policy synthesis is the process of local governments formulating policies based on a package of guidelines and policies formulated by several higher-level governments and relevant departments for a specific task,combined with local actual situations.Its purpose is to localize and concretize the spirit of several higher-level policies,and integrate them with regional development ideas and governance rhythms.Essentially,policy synthesis still falls within the scope of policy implementation.Policy synthesis has authority in form and content,procedural in process,and differences in degree.The degree of policy synthesis is not only related to the concepts and operational abilities of local rulers,but also to the external objective policy environment.The policy manifestations of the higher-level government,the comprehensive level of policy tasks,the importance attached by the higher-level government,and the differences between higher-level policies and local administrative fields are all important factors that affect the degree of policy synthesis.Policy synthesis reflects the flexibility and adaptability of the contemporary Chinese government management system,and its academic value has become an important window for observing the advantages of the Chinese government's policy implementation system.
