基于熵权约束DEA的城市更新项目投标决策研究

摘要 近年来,随着我国城市更新进程加快,众多企业希望通过投标城市更新项目拓展市场,而投标决策的完善不仅能帮助其提升中标概率,更是企业集中优势投资的重要路径.论文在分析城市更新项目特征的基础上,从文献与专家访谈中识别城市更新项目投标决策影响因素,以项目、企业、招标方、竞争环境四个维度构建投标决策指标体系.运用熵权法和DEA方法构建城市更新项目投标决策模型,并通过实际案例分析来验证投标决策模型的合理性,从而为企业进行城市更新项目投标决策提供辅助. In recent years,with the accelerated urban renewal process in China,many enterprises have hoped to expand their market by bidding for urban renewal projects,and the perfection of bidding decisions not only helps them to improve the probability of winning bids but also is an important path for enterprises to concentrate their advantageous investment.Based on the analysis of the characteristics of urban renewal projects,the paper identifies the factors influencing the bidding decisions of urban renewal projects from literature and expert interviews and constructs a bidding decision index system with four dimensions:project,enterprise,bidders,and competitive environment.The entropy weight method(DEA method)is used to construct a bidding decision model for urban renewal projects,and the rationality of the bidding decision model is verified through practical case studies so as to provide a reference for enterprises to make bidding decisions for urban renewal projects.
