摘要
棉花目标价格补贴政策是保护棉农收入的一项惠农政策,也是提高棉农植棉积极性的一项重要举措。首先,从理论出发探讨目标价格补贴政策对棉农收入的影响机制,揭示影响棉农收入的主要因素。其次,以新疆玛纳斯县为调研地区,以棉农为调研对象,以446份棉农调研数据为基础,运用多元线性回归模型分析影响棉农收入的因素。结果表明:是否外出务工、补贴领取金额、种植规模和受教育程度对棉农家庭纯收入有显著的正向影响;种棉劳动力比值和种棉年限对棉农家庭纯收入没有影响。最后,为确保棉农种棉收入和推动新疆棉花产业健康发展,基于实证结果,从加大农户素质教育培训力度、拓宽棉农增收渠道和提高棉花目标价格补贴效率等方面提出了对策建议。
The cotton target price subsidy policy is an agricultural benefit policy to protect the income of cotton farmers,and it is also an important measure to improve the enthusiasm of cotton farmers to plant cotton.First,the impact mechanism of target price subsidy policy on cotton farmers'income was theoretically discussed,and the main factors affecting cotton farmers'income were revealed.Second,taking Manas county in Xinjiang as the research area,taking cotton farmers as the research object,and based on 446 survey data of cotton farmers,the multiple linear regression model was used to empirically analyze the factors affecting the income of cotton farmers.The results showed that:whether to go out to work,the amount of subsidies,planting scale and education level have a significant positive impact on the net income of cotton farmers;the ratio of cotton planting labor force and cotton planting years have no effect on the net income of cotton farmers.Finally,in order to ensure the cotton planting income of cotton farmers and promote the healthy development of cotton industry in Xinjiang,based on the empirical results,countermeasures and suggestions were put forward from strengthening the quality education and training of farmers,broadening the income increase channels of cotton farmers,and improving the efficiency of cotton target price subsidies and so on.
