摘要
为了提升高技术产业绿色技术创新实力,探索产业绿色发展可行路线,基于创新价值链理论,运用SBM-Tobit模型测算我国28个省份高技术产业绿色技术创新效率及影响因素。效率测算结果显示:高技术产业绿色技术创新效率增长缓慢,与前沿面距离较远;“阶段断层”问题严重,效率增长依靠科技研发,提升关键在于成果转化;区域差异显著,大部分省份处于相对无效状态,个别省份实现类型跨越。影响因素阶段性分析显示:效率提升重心在优化内部发展条件,金融、创新氛围、创新支持等激励性因素对于阶段效率提升有重要帮助,对外开放以“走出去”为主要目标。
In order to improve the green technology innovation capability of high-tech industries and explore feasible paths for industrial green development,based on the innovation value chain theory,the SBM-Tobit model is used to analyze the efficiency and influencing factors of green technology innovation in high-tech industries in 28 provinces in our country.The efficiency measurement results show that the efficiency of green technology innovation in high-tech industries is growing slowly and is far from the frontier;the problem of“stage fault”is serious,efficiency growth depends on scientific and technological research and development,and the key to improvement lies in the transformation of achievements;regional differences are significant,and most provinces are in the relatively ineffective state,and individual provinces achieve type crossing.The periodic analysis of influencing factors shows that the focus of efficiency improvement is to optimize internal development conditions,and incentive factors such as finance,innovation atmosphere,and innovation support are important for the stage of efficiency improvement,and external opening to“going out”is the main goal.
