摘要
矿山生态修复是国土空间生态保护修复工作的重要组成部分,是生态文明建设的重要内容。以遵义市播州区为例,总结矿山生态修复现状、面临的问题和形势,结合历史遗留矿山核查成果,根据矿产资源开发利用现状和规划,提出矿山生态修复规划部署的对策。研究认为,矿山生态修复规划需要强化组织领导,加强对规划的统筹,深化科学部署,完善规章制度;在修复方向上要结合国土空间规划总体部署,突出生态功能,强调尊重自然;在修复模式上要创新矿山生态修复手段,因地制宜,推动新技术、新方法、新材料、新工艺在生态修复工程中的研发和成果转化应用;需要强化资金保障,坚持政府引导、市场运作、多元参与,积极持续探索社会资本和金融资本投入矿山生态修复的有效模式;探索建立矿山网格化监管新模式,建立矿山生态保护修复动态监测与评估体系。
The ecological restoration of mines is an important part of territorial ecological protection and restoration,and an important content of ecological civilization construction.Taking Bozhou District of Zunyi City as an example,this paper summarized the status,problems and situations of the ecological restoration of mines,and put forward countermeasures and suggestions for the planning and deployment of the ecological restoration of mines based on the status and planning of mineral resources development and utilization in combination with the verification results of mines left over from history.It is believed that the mine ecological restoration planning needs to strengthen the organization and leadership,strengthen the overall planning,deepen the scientific deployment,and improve the rules and regulations;in the direction of restoration,it should combine the overall deployment of national land space planning,highlight the ecological function,and emphasize respect for nature;in terms of restoration mode,it is necessary to innovate the means of mine ecological restoration,adjust measures to local conditions,and promote the research and development of new technologies,new methods,new materials and new processes in ecological restoration projects and the transformation and application of achievements;it is necessary to strengthen fund guarantee,adhere to government guidance,market operation and diversified participation,and actively and continuously explore the effective mode of social capital and financial capital investment in mine ecological restoration;explore and establish a new mode of mine grid supervision,and establish a dynamic monitoring and evaluation system for mine ecological protection and restoration.
