摘要
建设项目“三同时”制度是我国以预防为主政策的重要体现。文章借鉴环境保护和水土保持等领域建设项目“三同时”管理制度好的做法、主要成效和成功经验,研究提出我国建设项目节水措施管理关键制度框架,为规范建设项目节水“三同时”管理、建立健全节约用水制度提供参考。
The“three simultaneities”system of construction projects is an important reflection of China s priority to prevention.On the basis of main practice and successful experience of the“three simultaneities”management system in environmental protection,soil and water conservation,this paper proposes a key framework of water-saving management of construction projects,providing references for standardizing“three simultaneities”of water-saving management and improving water-saving system.
