摘要
我国目前已经形成了由国家、地方、基层、社会四大类应急救援队伍组成的应急救援力量体系,各类应急救援队伍的建设基本上实现了有法可依。但是,仍有多支应急救援队伍及其人员的地位、职责、身份尚不明确,对应急救援队伍及其人员的保障激励措施远不完善,各类队伍参与应急救援的协同机制也不够顺畅。应当在法治化轨道上推进应急救援队伍建设,加快出台《应急救援队伍管理法》,重点明确各类应急救援队伍的角色定位,完善应急救援队伍和人员的保障激励措施,健全应急救援的协同机制。
and perfect the coordination mechanism of emergency rescue.At present,an emergency rescue force system composed of national,local,community and non-governmental emergency rescue teams has took shape in China,and the building of various emergency rescue teams basically gained legal basis to follow.However,there are still many emergency rescue teams and their personnel whose status,responsibilities and identities remain unclear,the guarantee and incentive measures for emergency rescue teams and their personnel are far from perfect,and the coordination mechanism for various teams to participate in emergency rescue is not smooth enough.We should promote emergency rescue teams on the track of legalization,speed up the promulgation of the Emergency Rescue Team Management Law,focus on clarifying the role orientation of various emergency rescue teams,improve the incentives for emergency rescue teams and personnel,and improve the coordination mechanism of emergency rescue.
