摘要
基于“五大发展理念”,构建绿色金融对经济高质量发展影响的理论分析框架,利用2009—2020年中国30个省级面板数据,分别测度中国各地区绿色金融发展指数和经济高质量发展指数,并实证检验绿色金融对经济高质量发展的影响效应。研究发现:绿色金融对中国经济高质量发展具有显著正向影响,但影响程度存在区域异质性,其对中西部地区高质量发展的促进作用明显高于东部地区。结合空间效应分析可以看出,绿色金融对本地区的经济高质量发展具有显著正向影响,同时其空间溢出效应的存在有利于周边地区经济高质量发展。作用机制检验进一步验证了绿色金融能够从技术创新水平、产业协调程度、资源消耗程度及社会保障水平等方面显著促进经济高质量发展。为此,应采用增强绿色金融实力、加大绿色金融政策支持力度、鼓励绿色金融创新等对策促进中国经济高质量发展。
Summary The 20th CPC National Congress report explicitly stated that the foremost priority in constructing a modern socialist nation is high-quality development.Key to achieving this goal is the promotion of green and low-carbon economic and social development,which necessitates the establishment of a robust green finance system.Despite this,most of the current literature only offers theoretical analyses of the effects of green finance on high-quality development,with quantitative methods used sparingly in examining the empirical impact of green finance on high-quality economic development.As such,there is few empirical research investigating the relationship between green finance and high-quality economic development.High-quality development embodies the new concept of development,which prioritizes innovation as the primary driving force,coordination as an internal feature,green development as a common form,openness as the only way to go,and sharing as a fundamental goal.Green finance has an impact on high-quality development in five main directions.This paper constructs a theoretical framework based on the“Five development concepts”to analyze the relationship between green finance and high-quality economic development,and explore the mechanism of green finance’s effect on high-quality development.Using China Statistical Yearbook,provincial statistical Yearbook and Wind database,and using panel data of 30 provincial levels in China from 2009 to 2020,this paper measures the green finance development index and high-quality economic development index of each region in China respectively.It also empirically tests the influence of green finance on high-quality economic development.The results show that green finance has a significant positive impact on the high-quality development of China’s economy.However,the degree of impact varies regionally,with the promoting effect on the high-quality development of central and western regions being significantly higher than that of eastern regions.Combined with spatial
