新时期科技创新保障国家粮食安全:多元目标、基本诉求和现实出路 被引量:3

Scientific and Technological Innovation in the New Era to Ensure National Food Security:Multiple Goals,Basic Demands and Realistic Solutions

摘要 中国粮食安全近年来成就显著,同时也被赋予全新的概念,逐步向更深层面转变。新粮食安全离不开科技的支撑,中国粮食科技水平稳步提高,农业科技创新的目标也由传统的保质保量转为保障粮食安全。农产品“三量齐增”、农业“三本齐升”、粮食高损失现象、资源与环境压力、疫情等农业高风险迫切要求加快农业科技创新。同时,粮食安全的多元目标(功能安全、产业链安全、供应链安全、价值链安全与市场安全)也在呼唤农业科技创新转向。总体来说,中国农业科技创新不尽如人意。基于“四位一体”的思路,需要完善有效服务粮食产能安全的农业科技创新体系;创新有效服务粮食市场安全的农业科技市场体系;创新有效支撑国家粮食安全战略的农业科技人才体系;创新强力支持粮食安全战略的农业科技政策体系。 China's food security has made remarkable achievements in recent years,but it has also been endowed with a new concept,gradually changing to a deeper level.New food security cannot be separated from the support of science and technology.China's food science and technology level has been steadily improved,and the goal of agricultural science and technology innovation has also shifted from the traditional quality and quantity guarantee to ensuring food security.It is urgent to accelerate agricultural innovation in science and technology,such as“three increases”of agricultural products,“agriculture”and high food losses,pressure on resources and the environment,and the epidemic.At the same time,the multiple objectives of food security(functional security,industrial chain security,supply chain security,value chain security and market security)also call for agricultural science and technology innovation to turn.But in general,China's agricultural science and technology innovation is not satisfactory.It is necessary to improve the agricultural science and technology innovation system that effectively serves food production capacity security,innovate the agricultural science and technology market system that effectively serves food market security,innovate the agricultural science and technology talent system that effectively supports the national food security strategy,and innovate the agricultural science and technology policy system that strongly supports the food security strategy.
