摘要
1889年,应中国官方对西方在沪人士发出的为苏皖灾区进行筹款的请求,华北赈灾委员会在上海成立,从而以组织形式实现了第一次华洋合作赈灾。尽管在资金筹集、赈灾区域的选择和赈灾模式的探求方面进行了积极的合作,但华北赈灾委员会却始终面临被限制、被质疑和不被认可的困境。除在组织层面的合作探求与挫败,华北赈灾委员会在放赈阶段并未形成真正的华洋合作态势,甚至呈现出华洋并行的“不合作关系”。最终,在内外交困中,华洋首次合作赈灾呈现惨淡经营之态。
The present paper tries to explain why the North China Famine Relief Committee,which was founded in 1889 in Shanghai and made groundbreaking effort to integrate both China and foreign countries'disaster relief work,finally got into difficulties.According to this paper,the main reason was the de facto noncooperation between the Chinese and foreign agencies apart from the organizational failure of the Committee.
