摘要
党的二十大报告明确指出,要加快实现高水平科技自立自强,加快建设科技强国。通过对中国共产党科技自立自强思想与实践的百年回顾,发现:从历史脉络来看,中国共产党的科技自立自强思想和实践经历了基础萌芽期、初步形成期、丰富发展期和成熟完善期四个时期;从理论发展与实践表现来看,中国共产党的科技自立自强思想理论渊源是马克思主义科技创新思想,其传承路径主要体现在中国古代科技智慧的历史传承、中国特色社会主义理论体系和习近平新时代中国特色社会主义思想的时代传承以及科技创新的文化传承三个方面,其实践着重表现在科技成就和政策方针之中;从特征上来看,中国共产党的科技自立自强思想和实践体现了世界性与民族性、时代性和人民性、前沿性和先进性、战略性和全局性四个相统一;从核心要义上看,中国共产党科技自立自强始终坚持“自力更生为主,独立外援为辅”的核心原则,坚持中国特色自主创新道路,着力培养创新型科技人才。
The report of the 20th National Congress of the CPC clearly pointed out that we should accelerate the realization of high-level self-reliance and self-improvement in science and technology, and accelerate the construction of a scientific and technological power.Through reviewing the thought and practice of the CPC on Self-reliance and self-improvement in Science and Technology for a hundred years, we have found: from the historical context, the thought and practice of the CPC's scientific and technological self-reliance and self-improvement has experienced four periods: the basic germination period, the initial formation period, the rich development period and the mature and perfect period;from the perspective of theoretical development and practical performance, The theoretical origin of the CPC's thought of scientific and technological Self-reliance and self-improvement is the Marxist scientific and technological innovation thought.Its inheritance path is mainly reflected in the three aspects: the historical inheritance of ancient Chinese scientific and technological wisdom, the epochal Inheritance of Socialist theories with Chinese characteristics and Xi Jinping's Thought on socialism with Chinese characteristics for the new era and Cultural inheritance of scientific and technological innovation.Its practice is mainly reflected in scientific and technological achievements and policies.From the perspective of characteristics, the CPC's thought and practice of scientific and technological self-reliance and self-improvement have realized the unity of four aspects: world and nationality, times and people, frontier and progressiveness, strategic and global.From the core point of view, the CPC has always adhered to the“self-reliance, supplemented by independent foreign aid”core principle, adhere to the road of independent innovation with Chinese characteristics, focus on training scientific and technological innovation talents.
