摘要
目的 本文对北京市卫生应急队伍建设现状进行评价和分析,发现应急队伍建设过程中的瓶颈问题,并提出优化首都卫生应急队伍能力的思路与建议。方法 通过构建卫生应急队伍建设指标体系,对参加2022年度北京市卫生应急队伍培训班的学员进行问卷调查和事件访谈,从应急管理体系、队伍能力体系、保障能力体系三个维度对北京市卫生应急队伍现状进行主观评价和描述性分析。结果 北京市目前已建立2支国家级卫生应急队伍和8支市级模块化卫生应急队伍。在98份有效调查问卷中,认为应急管理体系“非常好”“相对较好”的分别占比25.5%、42.5%,认为队伍能力体系“非常好”“相对较好”的分别占比18.6%、40.8%,认为保障能力体系“非常好”“相对较好”的分别占比21.4%、42.5%。其中,队伍组织建设得分最高(4.07±0.54)分,事后评估得分最低(3.18±0.97)分。结论 面对频发的突发公共卫生事件对公共卫生应急体系提出的巨大挑战,建设与首都功能定位相匹配的卫生应急队伍已刻不容缓,应重点在制度建设、人力配置、预案建设与管理、应急培训演练、队伍信息化指挥决策等方面弥补短板和不足。
Objective To evaluate and analyze current situation of health emergency team construction in Beijing,identify bottlenecks during process of building emergency team,and propose ideas and suggestions for optimizing capacity of health emergency team in the capital.Methods The paper established an indicator system for construction of health emergency teams,carried on questionnaire survey and event interviews among participants in the 2022 Beijing Health Emergency Team Training Course,and conducted subjective evaluation and descriptive analysis of current situation of health emergency team in Beijing from three dimensions:emergency management system,team capacity system,and support capacity system.Results Currently,Beijing has established 2 national health emergency teams and 8 municipal modular health emergency teams.Among 98 valid questionnaires,25.5%and 42.5%of respondents believed,emergency management system was"very good"and"relatively good"respectively.18.6%and 40.8%believed team capability system was"very good"and"relatively good"respectively.21.4%and 42.5%believed support capability system was"very good"and"relatively good"respectively.Among them,team organization construction scored the highest(4.07±0.54)points,and post evaluation scored the lowest(3.18±0.97)points.Conclusion:Facing enormous challenges posed by frequent public health emergencies to the public health emergency system,it is urgent to build a health emergency team that matches functional positioning of the capital,make up for shortcomings of system construction,manpower allocation,plan construction and management,emergency training exercises,and team informatization command and decision-making.
