摘要
以数字化重塑乡村治理,促进乡村“智治”,是基层治理体系和治理能力现代化的发展方向之一。文章结合枫桥镇社会治理中心的实践案例,从“结构-功能-机制”三个维度建构数字化重塑乡村治理的理论体系,剖析数字化重塑乡村治理的两种机制——赋能机制与增权机制,并以此为基础,从体制保障、资源整合、机制完善、技术支撑等方面提出以数字化重塑乡村治理的实践路径。
Rebuilding rural governance with digitalization and promoting rural“intelligent governance”is the latest development of“Fengqiao Experience”in the new era,and it is also one of the development directions for the modernization of grass-roots governance system and governance capacity.Based on the practical case of Fengqiao Town Governance Center,the theoretical system of digital reshaping rural governance is constructed from three dimensions of“structure-functionmechanism”,and two mechanisms of digital reshaping rural governance are analyzed,that is,empowerment mechanism and empowerment mechanism.On this basis,the realization path of digital reshaping rural governance is proposed from the aspects of system guarantee,resource integration,mechanism improvement and technical support.
