摘要
海洋牧场的建设对实现可持续生态渔业发展有积极的意义,是未来近海渔业发展的重要方向。海洋牧场基于不同的依据有不同的分类,不同类型的海洋牧场可能会引发不同的生态环境风险,包括海洋环境污染的风险、海洋生物多样性威胁的风险、海洋生态系统服务价值降低的风险等。为保障海洋牧场的生态安全,应加强顶层设计,制定专项立法对海洋牧场的建设管理及其生态环境风险作出规制,健全海洋牧场生态环境风险的监管制度,规范海洋牧场生态环境风险的调查监测评估机制,完善海洋牧场生态环境风险的约束机制,从而促进海洋牧场的健康可持续发展。
The construction of marine ranching has positive significance on the goal of sustainable ecological fishery and is an important development direction of offshore fishery in the future.There are different classifications of marine ranching based on different bases,and different types of marine ranching may lead to different ecological environment risks,including the risk of marine environmental pollution,the risk of threats to marine biodiversity,and the risk of ecosystem service value reduction.In order to ensure the ecological security of marine ranching,this paper suggests strengthening the top-level design,formulating special legislation to regulate the construction and management of marine ranching and its ecological environment risk,improving the regulatory system of marine ranching ecological environment risks,standardizing the investigation,monitoring and assessment mechanism of marine ranching ecological environment risks,and improving the restraint mechanism of marine ranching ecological environment risks,so as to promote the healthy and sustainable development of marine ranching.
