摘要
商贸流通业是连接生产和消费的桥梁。数字经济时代,以数字经济赋能商贸流通业、推动商贸流通业高质量发展,对提升流通效率和竞争力、构建全国统一大市场和“双循环”新发展格局具有重要意义。基于2014—2020年我国221个地级及以上城市的面板数据,通过构建评价指标体系,测度数字经济发展水平和商贸流通业高质量发展水平。利用双向固定效应模型和门槛回归模型,分析数字经济对商贸流通业高质量发展的影响及内在机理。研究发现,数字经济能够促进商贸流通业高质量发展,且这种促进作用在位于中西部地区、与中心城市距离较近、市场化水平较高、人口规模较大的城市表现得更明显;数字经济对商贸流通业高质量发展的促进作用存在双重门槛效应,且随着数字经济发展水平的提高呈阶梯式下降态势;数字经济可通过技术创新、制造业与商贸流通业共同集聚、消费结构升级推动商贸流通业高质量发展。因此,应积极推动数字产业化和产业数字化,提升数字经济发展水平,夯实数字经济基础;根据数字经济发展水平和商贸流通业所处的发展阶段,因地制宜制定相关产业政策;加快建设公共大数据平台,破除数据壁垒,联通供应链上下游,实现真正意义上的数据流通;建立健全相关法律法规,加强对技术性垄断和不正当竞争行为的监管,提升市场效率。
The commercial and trade circulation industry is the bridge between production and consumption.In the era of digital economy,promoting the high-quality development of commercial and trade circulation industry with the empowering of digital economy is of great significance for the improvement of circulation efficiency and competitiveness,the construction of the unified domestic market,and the new development pattern of"dual circulation".Based on the panel data of 221 prefecture-level cities and above from 2014 to 2020,the index system is used to measure the development level of digital economy and the highquality development level of the commercial and trade circulation industry.And the two-way fixed effect model and threshold regression model are used to analyze the impact and internal mechanism of the digital economy on the development of the commercial and trade circulation industry.It is found that:the digital economy helps to promote the high-quality development of the commercial and trade circulation industry,and this effect is more significant in cities located in central and western regions,closed to central cities,with high level of marketization,and with huge population;there is the double threshold effect in the promoting effect of digital economy on the high-quality development of commercial trade industry,which gradually decreasing with the improvement of digital economic development;and digital economy can promote the high-quality development of the commercial and trade circulation industry through technological innovation,the agglomeration of manufacturing industry and commercial and trade industry,and consumption structure upgrading.Therefore,we should,first,vigorously promote the process of digital industrialization and industrial digitalization,improve the level of digital economy development,and lay the solid digital economic foundation;second,we should formulate industrial development policies according to the development level of digital economy and the development stage of commercial and trad
