摘要
海上生产平台是海上油气开采的重要载体,面临生产安全事故、自然灾害、医疗卫生事件、社会安全等多方面风险的挑战。海上生产平台现场应急工作具有点多、面广、面临安全风险高、面对事故类型众多、应急资源储备受限的特点。应急专项督导检查是监督、指导海上生产平台现场切实担起应急主体责任,准确落实各项应急管理要求,全面提高全员应急技术水平,多方面完善应急资源准备能力的重要手段。本文总结海上生产平台现场应急工作的现状,给出专项督导检查的要点及开展方式,为海上生产平台现场应急能力提升工作开展提供参考。
As the important carriers of offshore oil and gas exploitation,offshore production platforms are faced with challenges from production safety accidents,natural disasters,medical and health events,social security and other risks.The emergency work of offshore production platforms has the characteristics of the wide range,high safety risks,numerous types of accidents,and limited emergency resource reserves.Emergency supervision and inspection is an important means to supervise and guide the offshore production platforms to shoulder the entities responsibility,accurately implement various requirements,comprehensively improve the emergency management level and improve the preparedness of emergency resources in various aspects.This paper summarizes the current situation of emergency work on offshore production platforms,gives the key points and methods of special supervision and inspection,and provides references to improve on-site emergency response capability.
