摘要
党的二十大报告指出“完善公共安全体系,推动公共安全治理模式向事前预防转型”。公安机关要按照党的二十大对新时代公共安全治理所作的战略部署,提高抵御社会风险能力,增强公共安全治理体系的韧性,为人民群众实现对美好生活的向往提供安全保障。公安机关要通过加强事前预防理念宣传、提升社会风险感知化解能力、健全智慧化公共安全风险预测体系、深度融入社会治理体系等途径推动公共安全治理模式的转型升级。
The report of the 20th CPC National Congress instructs that"the public safety system should be perfected and the model of governing public safety should be converted into to that of preprevention".Police agencies should act on the strategic arrangement program made by the 20th CPC National Congress on public safety governance in the new era,improve their competence to respond to public risks,reinforce the resilience of the public security governance system,and provide security guarantees for the people to achieve their desired wishes for a better life.By strengthening the publicity of pre-prevention notion,police agencies should increase their public risk awareness and responding capabilities,perfect their intelligent system of forecasting public security risks,and get themselves much involved in public governance systems so as to promote the transformation of public security governance model.
