摘要
研究洪水对人口、经济的影响风险等级,是摸清洪水灾害风险底数的重要内容,可以为区域防灾减灾、国土空间规划和产业发展布局提供支撑。基于洪水风险评估理论,以洪水危险性区划和承灾体调查成果为基础,考虑洪水灾害对承灾体的影响,提出了地理格网尺度的洪灾影响人口、经济风险评估和区划方法,为定量认识洪灾对经济社会的影响程度等级提供基本技术手段。
The study of the risk level of flood impacts on population and economy is an important component of understanding the bottom-line risk of flood disasters,which can support regional disaster prevention and mitigation,territorial spatial planning,and industrial development layout.Based on the theory of flood risk assessment and the results of flood hazard zoning and disaster bearers investigation,this study proposes a geographic grid scale method for assessing and zoning the impacts of floods on population and economy,taking into consideration the consequences of flood impacts on disaster bearers.This method provides a basic technical means for quantitatively assessing the level of flood disaster impacts on the economy and society.
