摘要
随着大数据时代的来临,大数据应用越来越广泛,与此同时网络伦理问题也日益突显。大数据时代的网络伦理与传统伦理发展一脉相承,但又有别于传统伦理,并且带来一种新型的数据伦理问题。关于网络伦理的研究多围绕网络生态环境和网络技术伦理两方面,存在数据使用不安全、个人隐私泄露、数字鸿沟深化等问题,可从个人、企业、政府多方面主体着手。通过对国外网络信息安全建设的借鉴,再根据大数据时代我国在社会实际发展中所遇到的伦理问题,选择从技术层面、道德层面、政策层面来规制技术发展,可确保数据安全。道德和政策通过自律与他律的统一规范网络主体行为,从而改善网络伦理环境。
Since the advent of the era of big data in 2011,the application of big data has become more and more widespread,while the ethical problems of network have become increasingly prominent.In the era of big data,network ethics develops in the same line with traditional ethics,but it is different from traditional ethics,and brings a new data ethics.Researches on network ethics mainly focus on the two aspects of network ecological environment and network technology ethics,and there are problems such as insecure data use,personal privacy disclosure,and deepening digital divide,etc.,which can be started from individuals,enterprises,and governments.Through the reference of foreign network information security construction,and according to the ethical problems encountered in the social development of China in the era of big data,we choose to regulate from the technical level,moral level and policy level.Technological development can ensure data security problems,and moral and policy are to standardize the behavior of network subjects through the unification of selfdiscipline and heteronomy,so as to improve the network ethical environment.
