摘要
小三线军工遗存具有较高的文化、经济和审美价值。但由于产权和管理机制等原因,此类军工遗存面临严重问题。乡村振兴战略为小三线军工遗存保护和利用提供了契机。从历史和现实两个维度看,把小三线军工遗存保护利用工作,按照乡村振兴战略要求,纳入当地经济社会文化发展规划中,发挥其独特价值,具有较强逻辑性。据此,文章在田野调查基础上,提出了乡村振兴战略下小三线军工遗存保护和利用措施:第一,统筹规划,理顺管理机制体制;第二,突出特色,分类实施保护和利用。
Minor third-line military industrial relics boast high cultural,economic and aesthetic value.However,due to the problems with the property rights and management mechanism,these relics are facing serious problems.The Rural Revitalization Strategy provides a golden opportunity for their protection and utilization.From the two dimensions of history and reality,it is highly logical to incorporate the protection and utilization of those relics into local economic,social and cultural development plan in accordance with the requirements of the Rural Revitalization Strategy,and to give full play to their unique value.Accordingly,based on field work,this paper proposes measures for the protection and utilization of those relics:First,rationalize the management mechanism through overall planning;second,implement the protection and utilization in light of their respective characteristics.
