摘要
本文利用2009~2018年中国266个地级及以上城市的面板数据测算了绿色全要素生产率,随后考察了城市化发展带来的城市人口增长与城市扩张对城市经济绿色增长的影响。结果发现:从时间维度看,城市规模与绿色全要素生产率存在倒U型关系,人口增加、城市规模扩大会对促进绿色全要素生产率的提高,从而使得城市绿色发展水平得到显著改善。从空间维度看,东、西部城市的集聚效应较为明显,城市规模的扩大会带来技术的进步以及人才的涌入,并促进周边城市向核心城市聚集靠拢;中部地区的城市规模的扩大并未带来显著的集聚效应,对周边城市辐射作用不强,绿色增长效应不明显;从城市聚集效果来看,部分大城市并未发挥显著集聚效应,中小城市的发展潜力有待开发,中小城市规模的优化有利于产业结构升级,并促进人口进一步向城市集聚,优化城市规模。从影响因素看,人口规模、城市产业结构以及FDI水平对城市绿色发展具有显著影响。政府应对城市经济发展模式和人口分布进行合理规划,加强高素质人才的培养,促进城市产业结构升级的同时提高城市生态环境质量实现绿色、高质量的增长。
This paper measures green total factor productivity using panel data of 266 prefecture-level and above cities in China from 2009 to 2018,and subsequently examines the impact of urban population growth and urban expansion brought about by urbanization on green growth of urban economies.The results found that:From the time dimension,there is an inverted U-shaped relationship between city size and green total factor productivity,with an increase in population and urban expansion contributing to an increase in green total factor productivity,thus leading to a significant improvement in the level of green urban development.From the spatial dimension,the agglomeration effect of cities in the Eastern and Western regions is more obvious,and the expansion of city scale will bring technological progress and influx of talents,and promote the surrounding cities to gather towards the core cities;the expansion of city scale in the Central region does not bring significant agglomeration effect,and the radiation effect to the surrounding cities is not strong,and the green growth effect is not obvious;from the perspective of urban agglomeration effect,some large cities do not play a significant agglomeration effect,and the potential of development in small and medium-sized cities is to be improved.The optimization of the scale of small and medium-sized cities is conducive to the upgrading of industrial structure,and promotes the further concentration of population in cities and the optimization of urban scale.From the perspective of influencing factors,population size,urban industrial structure and FDI level have a significant impact on urban green development.The government should make reasonable plans for urban economic development patterns and population distribution,strengthen the cultivation of high-quality talents,and promote the upgrading of urban industrial structures while improving the quality of urban ecological environment to achieve green and high-quality growth.
