摘要
脱贫攻坚时期,我国形成了大量的扶贫资产,这为农民增收、产业兴旺、巩固拓展脱贫攻坚成果提供了重要支撑。全面推进乡村振兴,管好、用好、用活扶贫资产,是守住不发生规模性返贫底线的重要助力。因此,如何运营扶贫资产,使其保值增值,真正具有造血功能,成为摆在人们面前的一道难题。在东西部协作背景下,构建以新“4+”超紧密型协作为核心的扶贫资产协同运营模式,对破解这一难题具有重要价值。该模式以“西部要素+东部理念”“西部资产+东部运营”“西部资源+东部技术”“西部产品+东部市场”为要义,通过优势互补、要素互嵌、主体互动、利益互享的运作逻辑,整合资源、融合技术、盘活资产,是东西部协作与跨域协同治理的样板。由此呈现的治理理念、治理技术与治理机制,值得在东西部协作的其他领域与跨域协同的其他行业推广应用。
During the poverty eradication campaign,a large number of poverty alleviation assets have been formed in China,which provide important support for farmers'income growth,industrial prosperity and consolidation of poverty alleviation outcomes.In the stage of rural revitalization,good management,good use and active utilization of these assets can be play an important role in preventing the return te poverty on a large scale.Therefore,it bemee a difficult problem te run the peverty alleviation assets and retain and increase their value so that they can really have profit-making function.In the context of China's east-west collaboration,building a collaborative operation model of poverty alleviation assets with the new"4+"ultra-close collaboration as the core is of great value tw solve this pruble.This luel takes"western(west China)elements+eastern(east China)concept","western assets+eastern operation","western resources+eastern technology",and"western products+eastern market"as the key features.It is an epitome of east-west collaboration and transregional collaborative governance by integrating their resources,integrating technologies and revitalizing assets through the operational logic of complementary advantages,embedded factors,interaction of different entities and mutual benefit.The governance concept,technology and mechanism presented are worthy of application in all fields of east-west collaboration and inter-regional collaboration.
