摘要
出口产品调整能力的提升是优化出口结构的关键维度,而产业政策是实现能力提升的重要手段。利用《产业结构调整指导目录》量化产品层面产业政策,实证检验产业政策对出口产品调整能力的影响。研究发现,产业政策显著提升了出口产品调整能力。异质性分析发现,产业政策效果受产品技术类别、政策类型以及产品可调整路径数量的影响。产品间政策溢出效应分析发现,产业政策在出口产品空间中存在直接效应,并通过“产品关联”路径产生显著溢出效应。为实现贸易高质量发展,政府应充分利用产业政策在产品间的溢出机制,加强政策关联与协调,进一步借助政策调整来提升出口产品调整能力。
The improvement of export product adjustment capacity is a key dimension to optimize export structure,while industrial policies are important means to improve such capacity.The Catalogue for the Guidance of Industrial Structure Adjustment is used to quantify industrial policies at the product level,and to empirically test the impact of industrial policies on the export product adjustment capacity.The study finds that industrial policies have significantly improved the export product adjustment capacity.The heterogeneity analysis shows that the effect of industrial policies is affected by the type of product technology,the type of policy and the quantity of adjustable paths of products.The analysis of policy spillover effects between products shows that industrial policies have direct effects in the space of export products,and produce significant spillover effects through the path of product linkage".In order to achieve high-quality development of trade,the government should make full use of the spillover mechanism of industrial policies between products,strengthen policy linkage and coordination,and further improve the export product adjustment capacity by adjusting policies.
