摘要
竞争中立城市的优势是垄断巨头在重重压力之下累积形成的、从“量变”到“质变”的厚积薄发所构筑起来的。近年来,上海互联网产业在各细分领域快速崛起,并在很大程度上打破了互联网巨头垄断格局下的“虹吸效应”,其关键在于充分发挥上海作为“竞争中立城市”的优势效应。这一破局之道值得国内其他超大特大型城市借鉴。基于政策引领下优良营商环境的建构,“竞争中立”的超大特大型城市在互联网产业聚合维度展现出巨头良性开放集聚、腰部企业发展壮大以及竞合生态形成等优势。基于此,应通过治理创新坚守“竞争中立城市”站位、建设开放公平营商环境,实施聚合战略、建立互联网产业集群生态系统,建立统筹规划和协调机制、激发城市整体协同效应,建构新型产业支撑体系、打造深度赋能型平台城市。
The advantage effect of a competitive neutral city is a cumulative process from“quantitative change”to“qualitative change”under the heavy pressure of monopoly giants.In recent years,the rapid rise of Shanghai's Internet industry in various segments has largely broken the“siphon effect”under the monopoly of Internet giants.The key is to give full play to Shanghai's advantage as a“competitively neutral city”.This way of breaking the game is worth learning from other super large cities in China.Based on the establishment of an excellent business environment under the guidance of policies,the“competitive neutrality”super-large cities have shown advantages such as the benign and open agglomeration of giants,the development and growth of waist enterprises,and the formation of competition and cooperation ecology in the dimension of Internet industry aggregation.Based on this,we should adhere to the position of“competition neutral city”through governance innovation,build an open and fair business environment,implement aggregation strategies,establish an Internet industry cluster ecosystem,establish overall planning and coordination mechanisms,stimulate the overall synergy effect of the city,and.build new industries.Support system and build a deeply empowering platform city.
