摘要
中卡液化天然气(LNG)产业合作进入到新时代,卡塔尔推出北部气田扩能增值项目,使中国石油公司有机会借助市场优势,以下游带动上游,参股上游勘探开发,从而打造上下游全产业链一体化发展新格局。卡塔尔北部气田扩能增值项目具有周期长、投资收益率偏低、技术资料开放程度有限等特点,需做细做实前期工作阶段的风险源头管控,实施工作阶段的风险排查化解,同时努力争取一体化合作机会、税收优惠政策和向中国石油公司开放更多的技术资料,多渠道确保投资安全。此外,除LNG项目,还可探索卡塔尔天然气产业链的其他可能合作机会,如天然气制取乙烯及衍生物、制取蓝氢蓝氨,以及依托天然气田开发和天然气液化厂等用能需求的光伏发电项目。
The cooperation in LNG industry between China and Qatar has a new development,and Qatar has launched a northern gas field expansion project,by which China refiners could take advantage of market,drive upstream with downstream,participate in upstream E&P,so as to create a new development pattern of the whole industry chain integration.The expansion project has the characteristics of long cycle,relatively low ROI,and limited opening degree of technical data.Therefore,it is necessary to carry out risk source control carefully in prophase,conduct risk investigation and solution in the implementation phase,and strive for integration cooperation opportunities,preferential tax policies and more technical data opening to China refiners to ensure investment safety through multiple channels.Besides LNG,China and Qatar can also cooperate with ethylene and derivatives from natural gas,blue hydrogen/ammonia,and PV projects providing energy for LNG plants.
