摘要
跨境电商零售进口是当前国家高度重视的外贸新业态,也是推动进口贸易发展的新引擎。我国跨境电商零售进口政策已经从宽松管理、试点探索、调整过渡、逐步推广等阶段发展到全面推进阶段。我国跨境电商零售进口发展存在监管制度和监管水平滞后、诚信体系和跨境支付系统不健全、跨境物流问题日益凸显、缺乏紧密的国际合作、专业人才和监管人才缺乏、货源供给风险增加等问题。因此,我国政府要进一步完善监管制度,提高监管水平;健全行业信用体系,提升跨境购物安全;推进物流技术革新,多元化跨境物流模式;加强国际协调合作,积极构建国际经贸新规则;建立多层次人才培养体系,加强跨境电商人才队伍建设;加强供应链管理,保障产品供应和质量安全。
Cross-border e-commerce retail import is a new foreign trade form that the Chinese government attaches great importance to.It is also a new engine to promote the development of China's import trade.China's cross-border e-commerce retail import policy has developed from the stages of slack management,pilot exploration,transitional adjustment,gradual promotion to the current stage of comprehensive promotion.Development of cross-border e-commerce retail imports in China has problems such as lagging regulatory system and supervision level,imperfect credit system and cross-border payment system,increasingly prominent cross-border logistics problems,lack of close international cooperation,lack of professional and regulatory talents,and increasing supply risks.Accordingly,we propose that the Chinese government should further improve the regulatory system and the level of supervision;improve the credit system and the security of cross-border e-commerce;promote logistics technology innovation and diversify cross-border logistics models;strengthen international coordination and actively build new international e-commerce trade rules;establish a multi-dimensional talent training systems and strengthen the construction of cross-border e-commerce talent team;optimize supply chain management to ensure product supply and quality safety.
