摘要
党政副职是领导班子的重要组成部分,也是党政主要领导干部的后备军,而县级党政副职领导的成长路径多样,能够反映县域官员的整体成长路径和晋升规则。根据不同的任职层级经历,将2002—2022年佛山市下辖五区历任的173位包括党委专职副书记、党委委员、政府副区长在内的县处级副职领导划分为高层下派型、基层晋升型、混合型和平行型四种成长类型。四种类型领导中入党早、学历高、有重点岗位和部门经历的更占优势,而起步层级、基层经历等差异又塑造了不同的发展空间、轮岗数量和成长速度。从变化趋势上看,党的十六大以来高层下派和混合型领导人数占比波动上升,而基层晋升和平行型领导比重逐渐减少,这种不平衡要求党政机关应合理配置领导班子,畅通基层晋升渠道,健全干部双向流动机制等。
Deputies are the important component of the leadership team and the backup of the main party and government leaders,while the growth types of county-level deputy party leaders are diverse and can reflect the overall growth path and promotion rules of county officials.Based on different experiences at different levels of service,this paper classifies 173 county-level deputy leaders including full-time deputy party committee secretaries,party committee members,and deputy district governors of the government in the five districts under Foshan City from 2002 to 2022 into four different types of growth,including high-level dispatching,grass-roots promotion,mixed and parallel.The four types of leaders generally join the party early,have high education,and those with experience in key positions and departments have more advantages;the differences in starting level and grassroots experience also shape different development space,number of rotations and growth speed.In terms of changing trends,the number of high-level dispatching and mixed types of leaders have fluctuated and increased since the 16th National Congress of the Communist Party of China,while the proportion of grassroots promotions and parallel types of leaders have gradually decreased.This imbalance requires that party and government organs should reasonably configure their leadership teams,unblock grassroots promotion channels,and improve the two-way flow mechanism of cadres,etc.
