摘要
高校体育在我国高等教育事业中扮演着重要的角色,其特点决定了其应肩负增进学生健康和体质的使命。在实施高校体育政策的过程中,政策工具是达成政策目标或结果的重要手段,包括命令性工具、激励工具、象征和劝诫工具、能力建设工具、权威工具等不同类型。我国不同阶段高校体育呈现出差异化发展特征。未来发展中,我国高校体育政策应增加激励工具双向功能的使用频率,完善高校体育监督体系;丰富能力建设工具,促进高校体育政策的完善;优化政策工具组合结构,分层实现高校体育政策目标;为推动高校体育改革,实现体育强国和健康中国奠定坚实的理论基础。
College physical education is one of the most important role of higher education in China.The characteristics of college physical education itself determine that it shoulders the task of improving students'health and enhancing students'physical fitness.Policy tools are the means to achieve policy goals or results,and play an important role in the process of implementing sports policies in Chinese universities,including imperative tools,incentive tools,symbolic and exhortation tools,capacity building tools,authoritative tools and other types.College sports in different stages in China show the characteristics of differentiated development.In the future development,to help the reform of university sports,and lay a solid theoretical foundation for the realization of sports power and healthy China,the following suggestions are given.First,China's college sports policy should increase the use frequency of the bidirectional function of incentive tools and improve the supervision system.Second,enriching the capacity building tool contributes to the improvement of university sport policy.Third,the government could optimise the structure of policy tool combinations to achieve university sport policy goals in a layered manner.
