南水北调西线工程上线调水方案沿革及研究 被引量:2

摘要 南水北调西线工程历经70余a论证,经历了多个论证阶段。2002年国务院批复的《南水北调工程总体规划》提出了调水170亿m^(3)的总体工程布局,2008年完成的《南水北调西线第一期工程项目建议书》(初稿)提出了调水80亿m^(3)的工程布局。随着论证工作不断深入,对工程方案的技术经济可行性以及对调水区生态的影响认识不断加深。结合新时期新要求,依托前期工作成果,对调水方案深化研究,深入分析调水河流河道内生态环境需水量,复核已有方案调水规模,优化调水方案,分析调水影响,提出了优化后的金沙江—雅砻江—大渡河—贾曲(上线)方案,即金沙江岗托水库抽水40亿m^(3)+雅砻江、大渡河调水40亿m^(3)的联合调水80亿m^(3)方案。 The West Route of South⁃to⁃North Water Diversion Project had been studied for more than 70 years with multiple stages of demon⁃stration.The Master Plan of the South⁃to⁃North Water Diversion Project,approved by the State Council in 2002,proposed an overall layout of the Western Route Project with water diversion amount of 17 billion m^(3).The Phase I West Route Project Proposal,which was completed in 2008,proposed a project layout with water diversion amount of 8 billion m^(3).The in⁃depth study on West Route Project in past ten years had provided insights into the project technical⁃economic feasibility and ecological impact on water diversion area.According to the new require⁃ments of the new era and the existing work achievements,a more in⁃depth study on water transfer scheme of West Route Project was carried out.In the study,the ecological⁃environmental water requirements of the water diversion river were analyzed,the scales of existing water transfer schemes were reviewed,the water transfer schemes were optimized,the impacts of different water transfer schemes were analyzed and then the optimized scheme for the Upper Route(Jinsha⁃Yalong⁃Dadu⁃Jiaqu Rivers Route)was proposed.The joint optimized water transfer plan for pumping 4 billion m^(3)of water from the Gangtuo Reservoir of the Jinsha River and transferring 4 billion m^(3)of water from Yalong River and Dadu River,which is total 8 billion m^(3)was put forward.
