摘要
制定卫生工作方针是中国共产党领导卫生工作的重要方式与方法。新中国成立初期,卫生工作方针从初步提出到最终形成经历了复杂过程。这一过程不仅反映了从军队卫生向人民卫生、从分散的区域卫生管理体制向统一的全国卫生管理体制转变,而且体现了尊重医药卫生专业自身规律与实践经验和坚持中央统一领导相结合,实际上是凝练经验、统一认识的过程。
Formulating health work policies is an important way for the CPC to lead health work.In the early days of New China,the health work policy went through a complex process from the initial proposal to the final formation.This process not only reflected the transformation from military health to people's health,from decentralized regional health management system to a unified national health management system,but also reflected the combination of respecting the laws and practical experience of the medical and health profession and adhering to the unified leadership of the central government.In fact,it was a process of refining experience and unifying understanding.
