摘要
乡村教师支持政策的历史画像透射出以“输入优质师资”“提升教师素质”“改善教师待遇”为主要目标的逻辑图式。“后计划”时代,乡村教师“优的不来”“扎不下去”“发展不好”的问题流、“义务教育高质量均衡发展”的政策流与“办人民满意教育”的政治流三源流动态耦合,迫切需要从政策目标、政策主体、政策内容、政策工具四方面对乡村教师支持政策进行调适,建成一支高素质、专业化与创新型乡村教师队伍。
The historical portrait of the rural teacher support policy reflects a logical schema with the main goals of importing high-quality teachers,improving teachers'quality and treatment.In the post-plan era,the problem flow of excellent rural teachers who don't come,are unwilling to settle down or develop career not well,the policy flow of high-quality,balanced development of compulsory education and the political flow of doing people's satisfaction education are dynamically coupled.It is urgent to make appropriate adjustments to the support policy for rural teachers from the four aspects about policy objectives,policy subjects,policy contents as well as policy tools,in order to build a team of high-quality,professional and innovative rural teachers.
