摘要
随着现代通信技术的快速发展,相应的信息安全问题也引起各国关注。在西方话语霸权的背景下,中国所倡导的“主权原则”和“不干涉内政原则”等信息安全规范却能够得到国际社会的广泛认可。为理解中国在推动信息安全规范扩散过程中所采取的策略,可借助区域层次国际议程设置框架进行分析。运用过程追踪研究方法,可以观察到通过议题选择与界定、组建议题联盟、选取议程进入渠道、议题制度化或规范化四个阶段,中国在上合组织推动地区性信息安全规范的兴起与扩散,以及上合组织成员国将信息安全规范向联合国推广的尝试,此举也意味着开辟构建不同于西方的信息安全规范的新路径。理解中国信息安全规范扩散的因果机制,丰富国际规范扩散、演进与竞争的实证研究,还可以为在国际社会破除西方话语霸权,推动发展更加公平、合理的国际规范提供借鉴。
With the rapid development of modern communication technology,the corresponding issue of information security has attracted the attention of various countries.Against the backdrop of hegemonic Western discourse,information security norms such as the"principle of sovereignty"and the"principle of non-interference in domestic affairs"advocated by China have managed to gain widespread acceptance by the international community.To understand the strategy adopted by China in promoting the diffusion of information security norms,an analysis can be conducted through the framework of international agenda-setting at the regional level.Through the four stages of issue selection and definition,formation of issue alliances,selection of agenda entry channels,and institutionalization or normalization of issues,it is possible to observe China's attempts to promote the emergence and diffusion of regional information security norms in the Shanghai Cooperation Organization(SCO),as well as the attempts of SCO member states to promote information security norms to the United Nations by using process-tracing research method,which also means opening up new ways of constructing information security norms different from those of the West.Attempting to understand the causal mechanisms of the diffusion of information security norms advocated by China and enrich empirical research on the diffusion,evolution and competition of international norms,this paper can also provide a reference for breaking the hegemony of Western discourse in the international community and promoting the development of more equitable and reasonable international norms.
