摘要
国土空间规划需要建立与之相适配的指标体系以保证实施。作为“纵向到底、横向到边”的重要落实单元,县级国土空间规划偏向实施性,重在定性定量定位,与市级国土空间规划在指标体系上应有所差异。在原有空间类指标体系及国土空间规划市县编制指南进行解读的基础上,提出县级指标体系构建的几点思考。以黄梅县国土空间总体规划为例,提出“目标—指标—坐标”导向下的县级国土空间总体规划指标体系,分阶段、分领域提出构建核心指标。
Land and spatial planning needs to establish a suitable index system to ensure its implementation.As an important implementation unit of“vertical to the bottom and horizontal to the edge”,county-level land and spatial planning is more implementable,focusing on qualitative and quantitative positioning,which should be different from the municipal land and spatial planning in terms of index system.On the basis of the interpretation on the original spatial index system and the guidelines for the preparation of citylevel and county-level land and spatial planning,several thoughts on the construction of the county-level index system are proposed.This paper takes the overall land and spatial planning of Huangmei County as an example,puts forward the index system of countylevel land and spatial master planning guided by“target-indicator-coordinate”,and proposes the construction of core indicators at different stages in different fields.
