摘要
目的为持续深入推进医疗行业作风建设和医药安全风险防范,根据上级卫生部门关于重点行业领域整肃治理的相关要求,机关对所属医院及基层卫生机构进行全覆盖专项监督检查。方法通过查阅资料、查看现场、比对账目、调阅病历、电话咨询、受理投诉等方式对受检单位管理委员会运行、药品采购和临床合理使用情况进行全面深入检查。运用信息化手段,分不同层次和维度对医院药品使用排名、科室、医生、患者等重点筛查、重点分析。结果通过系统检查,分析医疗机构药品安全在组织管理、制度执行、流程监督等方面存在的问题,为进一步规范药品管理及加强医院发展建设提出对策建议。结论医院药品安全监管专项监督检查能够指导医院建立切实可行的长效监管工作机制,确保临床用药安全可控。
Objective To improve the quality of health care services and ensure safe use of drugs in grassroots health care institutions of the Armed Police Force.Methods The regulation of pharmaceuticals,procurement and rational clinical use in some clinics or hospitals were scrutinized by consulting data,checking the scenes of operation,comparing accounts,accessing cases,making telephone calls,and handling complaints.Especially,the data on the ranking of usage of drugs,departments,doctors and patients was analyzed in depth at different levels and from different dimensions by means of IT.Results The inspection disclosed problems with organization,implementation of systems,supervision of processes and end tracking before countermeasures were proposed.Conclusion The special supervision and inspection of drug safety in hospitals can help establish a feasible and longterm supervision mechanism to ensure the safety and control of clinical drug use.
