摘要
营商环境是衡量一个国家或地区的经济发展实力的重要标准,决定着经济的发展速度和质量。在追求经济发展新常态的时代背景下,打造合法稳定、安全流动、健康绿色的市场环境,构建法治化的营商环境评价指标体系是法治化营商环境构建过程中的重要一环。法治化营商环境评价指标体系的构建,应以法治化营商环境的内涵为基本依据,立足于当地法治化营商环境的现实需求和实践基础,以法治化和优化营商环境为目标导向,以独立第三方主体为评价视角,以经济发展和企业需求为评价维度,从整体上锚定评价指标体系的考察向度和价值取向。
Business environment is an important standard to measure the economic development strength of a country or region.Its quality determines the speed and quality of economic development.In the context of pursuing the new normal of economic development,it is an essential and important measure to create a legal,stable,safe,mobile,healthy and green market environment and build a legalized business environment,and the evaluation index system is an important part of the process of building a legalized business environment.The construction of the evaluation index system of the legalized business environment should be based on the connotation of the legalized business environment,based on the actual needs and practice of the local legalized business environment,guided by the goal of legalization and optimization of the business environment,from the evaluation perspective of an independent third party,and from the evaluation dimension of economic development and enterprise demand,to anchor the inspection direction and value orientation of the evaluation index system as a whole.
