摘要
贫困县脱贫摘帽的顺利实现与现代化的交通支持密不可分。本文采集中国832个贫困县及其高铁站点信息作为衡量交通便利度指标,基于空间杜宾模型(SDM),实证检验脱贫攻坚任务期间,交通便利度对贫困县脱贫摘帽的影响机制及空间溢出效应,并分析这一机制的空间依赖性与异质性特征。从全国层面来看,在贫困县脱贫摘帽进程中交通便利度存在搭便车效应,提升邻近城市的交通便利度对本市贫困县脱贫摘帽有显著的空间溢出效应,中部地区交通便利度的提升对本辖区市域内减贫效应明显。相比较西部地区,中部地区城市可以有效承担高铁建设的经济压力,高铁设施利用率较高。异质性研究表明,交通便利度对贫困县脱贫摘帽的影响受到建设资金承受力与利用效率之间双重博弈的约束,研究结果为促进中国脱贫攻坚经验的国际分享和乡村振兴的持续推进提供了有力理论支撑。
The realization of poverty alleviation in poverty-stricken counties is closely related to modern transportation support.This paper collects the information of 832 poverty counties and their high-speed rail stations in China.Based on the Spatial Durbin Model(SDM),it empirically tests the mechanism and spatial spillover effect of the transportation convenience on poverty alleviation,and analyzes the spatial dependence and heterogeneity.From a national perspective,the city’s transportation convenience will have a free-rider effect on poverty alleviation in other cities.The improvement of transportation convenience in the central region has a significant effect on poverty reduction.Compared with the western region,cities in the central region can effectively bear the economic pressure of high-speed rail construction,and the utilization rate of high-speed rail facilities is higher.The heterogeneity study shows that the impact of transportation convenience on poverty alleviation is constrained by the double game between the affordability and utilization efficiency of construction funds.The research results provide a strong theoretical support for promoting the international sharing of China’s experience in poverty alleviation and rural revitalization.
