摘要
文章以上海市奉贤区庄行镇土地整治(二期)项目为研究案例,对土地整治中废旧建材循环利用的路径进行探索。基于土地整治中房屋拆除产生的废旧建材具有种类多、数量大、可完整利用度低的特点,项目区通过历史文化载体材料再利用、既有工程材料替换、建筑景观设计应用的再利用路径,实现了393m3碎石瓦等废旧建材的循环利用,可减少碳排放178.87tCO_(2)eq,减少约33万元新耗材购置费。通过案例研究总结发现:源头分类逐级利用、废旧建材本地消化、废旧材料融入乡村建设是实现废旧建材再利用的有效路径。文章基于案例相关实践经验,针对我国土地整治项目中废旧建材循环利用存在的政策规范不健全、监管职责不清、循环利用方案滞后等问题,提出促进废旧建材循环利用的措施建议:(1)健全法规,分权定责;(2)区域统筹,规划先行;(3)培育专业化分类拆除服务机构;(4)构建循环利用产业数据库。
This paper takes the land consolidation(Phase II)project of Zhuanghang Town,Fengxian District,Shanghai as a case study to explore the recycling path of waste building materials in land consolidation.Based on the characteristics of multiple species,large quantity and low complete utilization of waste building materials generated by house demolition in land consolidation,the project area realizes the recycling of 393m3 of rubble and tile and other waste building materials through the reuse of historical and cultural carrier materials,the replacement of existing engineering materials and the reuse path of architectural landscape design application,it reduces carbon emission by 178.87t CO2eq and reduce the purchase cost of new consumables by about 330,000 yuan.Through the case study,this paper finds that the source classification and level-by-level utilization,local digestion of waste materials,and the integration of waste materials into rural construction is an effective way to realize the reuse of waste materials.Based on the case related practice experience,aiming at the policies and norms for recycling of waste building materials in land consolidation projects in China are unsound,the supervision responsibilities are unclear,recycling plan lag,this paper puts forward suggestions and measures to promote the recycling of waste building materials:①improve laws and regulations and delegate power and responsibilities;②promote regional overall planning and persisting in the principle of planning first;③cultivate specialized classified demolition service institutions;④build the recycling industry database.
