摘要
大宗原料产业链供应链安全稳定是我国构建新发展格局的基础,我国必须在关系国计民生和国家经济命脉的大宗原料产业领域形成完整而有韧性的产业链供应链。文章基于多案例研究,对大宗原料的粮食和石油行业的典型企业进行了调研访谈,建立基于产业链供应链主体要素/结构要素特点和主体要素/结构要素风险的分析框架并总结出我国大宗原料产业主体要素和结构要素的风险保障策略。在主体要素风险方面,为维护产业链供应链安全,粮食产业应当基于绿色技术创新大幅加快高标准粮仓建设、完善粮食储备机制和基于技术的调控体系和在全球范围建立多元化的粮食供应链体系;石油产业应当进行产业链供应链全流程的数字化和智慧化变革、对石油加工设备进行自主研发以及培养专业采购人员实施战略采购。在结构要素风险方面,为维护产业链供应链安全,粮食产业应建立应对多重风险下的多元化立体运输网络、重视在南美和东欧等地区的粮食产业合作以及不断完善全球重要港口码头的投资和参股体系;石油产业应进行产业链供应链多元化布局、建立完备的采购指导制度体系以及完善陆运管道运输体系和在沿海地区大力建设储备装置。
The security and stability of the bulk raw material industrial chain and supply chain is the foundation of our country to build a new development pattern.Our country must form a complete and resilient industrial chain and supply chain in the field of the bulk raw material industry,which is related to the national economy and people s livelihood and the lifeline of our country s economy.Based on a multi-case study,this paper conducted interviews with typical enterprises in the grain and petroleum industries of bulk raw materials,established an analysis framework based on the characteristics and risks of the main elements and structural elements of the industrial chain and supply chain,and summarized the risk protection strategies of the main elements and structural elements of China s bulk raw materials industry.In terms of the risk of main factors,in order to maintain the safety of the industrial chain and supply chain,the grain industry should greatly accelerate the construction of high-standard granaries based on green technology innovation,improve the grain reserve mechanism and technology-based regulation system,and establish a diversified grain supply chain system in the world.The petroleum industry should carry out digital and intelligent transformation of the whole process of the industrial chain and supply chain,carry out independent research and development of petroleum processing equipment,and train professional procurement personnel to implement strategic procurement.In terms of the risk of structural elements,in order to maintain the safety of the industrial chain and supply chain,the grain industry should establish a diversified and three-dimensional transportation network to cope with multiple risks,attach importance to the cooperation in the grain industry in South America and Eastern Europe,and constantly improve the investment and equity participation system of the world s important ports and terminals.The petroleum industry should carry out diversified distribution of industrial chain and supply
